Automatically Attaching Offer Letter To System Email Template

Can you attach an offer letter to a system email template?

Hi,

When we have an internal transfer, an email is triggered (for a specific req. status) to be sent to Payroll.

Is there a way to automatically attach the offer letter so it's sent to Payroll, instead of using the offer fields to automatically populate in the email?

I guess I could create a new user profile for Payroll so they can log in and see the candidates offer details...but was hoping for something easier.

I tried using the <<CANDIDATE_OFFER_LINK>> within the email....but nothing comes up.
