Approval Process | How to Define "If No Change in Salary" Condition for Quick Actions - Promote

We are trying to define an Approval Process (via task: Manage Approval Transaction for Human Captiol Management) for Promote transaction, to be performed via Quick Actions.
In 1 of the brenches of the Promote Approval Process, the requirement is to capture promotions where there was no change in salary.
We couldn't find any way to define the Approval Process Condition that will capture that. The intuitive "if current sallry == proposed salary", "if proposed change amount == 0" do not catch.
