Assigning BI Publisher Data Model Developer Role to a User

In Oracle Cloud R12, is there the ability to assign the BI Publisher Data Model Developer Role directly to a user without having to assign the Application Developer role or create a custom role?

Our financial reporting team needs access to the BI Publisher Data Model Developer Role in order to create data models to use for BI Publisher reporting. As far as I can see, the only way to assign someone the BI Publisher Data Model Developer Role is to assign them the Application Developer role. We do not want to assign our reporting team access to this role, as it has access to a lot of system configuration tasks. Is there a way to allow the reporting team access to BI Publisher Data Model Developer without giving them this configuration access?
