Cascading Goals in HCM Cloud - R12

We are currently on R12 of HCM Cloud and employees are in the process of setting up goals for 2018 in the system.  We are attempting to have goals cascade from VPs down to employees.  Currently, VPs created goals in the system and used the "Assign" function to assign those goals to all of their direct reports (managers).  From there, those managers have the goal on their list and can do one of two things with it:

1. They can either leave the goal information as it is and assign that down to their direct reports, or
