DOT Application for DQ Files

All - we are working on our DOT application. We built a separate career section and application flow for our Driver jobs. The app flow itself meets all requirements, however, we're having issues with the Candidate PDF that we are considering as the "application" in the DQ files.
The main area of concern is the e-signature doesn't have sufficient supporting evidence.
How are other companies handling the DOT application? Do you the candidate PDF? Onboarding? Merge form?
