How to use Substitution Variable in Hyperion Report header?

Summary

Need to show dynamic forecast month (variable) in a report header (text object) in Hyperion Reporting Web Studio report

As of [&OEP_FcstMnth] <<Date("y")>>

The above variable &OEP_FcstMnth can't be recognized in report header text box. Are there a way to refer to a variable in report header text box?
