Format Fixed Date

I want to have a fixed date in my report but I am not sure how to format it in a way that it will respond as a date for sorting and other calculations. For instance I have tried Cast('4/18/2017' AS DATE) but that obviously doesn't work. Any help would be greatly appreciated! Thank you!
