UK Cloud Payroll - New Starter Declaration is mandatory in order to produce FPS?

Hello,

Can any Cloud Payroll experts help me please?

We are about to launch UK Cloud Payroll to 300+ employees, first pay day is very soon.

In testing the FPS errors because a number of employees do not have a new starter declaration within the statutory deduction calculation card.

In the legacy system is is not necessary to record a new starter declaration for all employees yet it is mandatory in Oracle Cloud Payroll. In my research it appears that the HMRC do not deem it mandatory either. In 54 cases we have employees where we cannot answer the question faced in the calc card (see screenshot below).
