Building a custom report for pay rates

Summary

Client is using the newly released salary basis based on rates of pay. There are no OTBI subject areas and need to create a new data model.

Content

The tables holding pay rates are: 

PAY_RATE_CONTRIBUTORS_F
PAY_RATE_DEFINITIONS_F
PAY_RATE_VALUE

Client requires report with a breakdown of the individual pay rates as well as employee data.  They are unable to perform the join.  Does anyone have a prebuilt SQL or can assist?
