What is the recommended configuration for allowing shopping from Blanket Purchasing Agreements? Can or should they each be an individual local catalog?

Currently all of our BPAs are set up under a single Local Catalog.  I'm wondering if it would be better from a system performance perspective if each were set up as their own Local Catalog and with a separate content zone?  

We have been live for 9 months on R12 and have been having performance issues with Requisitions using catalogs.  I'm curious to know if there is a better way to configure our catalogs to improve the performance?
