Restricting Offers to standard electronic only

We're playing with Standard e-Offer right now as a potential solution to a GDPR requirement that offer details are not sent via unencrypted email. In my testing, I'm noticing that while users are *able* to send their offers electronically, there doesn't seem to be anything that prevents them from ignoring that feature and sending the offers via email anyways.
Is anyone aware of any ability to restrict users to ONLY electronic offers while still retaining their ability to edit those letters before they are sent?
