How To Remove A State From Tax Withholdings

Summary

How to remove a "state" from the Manage Tax Withholding screen if an employee inadvertantly add the wrong state in for allowance?

On occasions we have had employees add an additional state to the Manage Tax Withholding screen in HCM R13.  I don't see where an employee can delete this entry.  I am also not sure "Payroll" could go in and remove this as well.  Thx.
