Award Notifications for Rejected suppliers - Note to supplier is Blank

When the award process is completed the note to supplier filled in showing only to the awarder supplier. Whereas the suppliers that are not awarded the notification does not show the note to suppliers  in the FYI award notification to rejected suppliers.  Is there a seperate place to fill in the notes for rejected suppliers?
