Unable to assign goal plan to individual in R13

Occasionally we want to assign a goal plan to one individual, but I do not see a way to do this since we upgraded to R13Content
Occasionally we want to assign a goal plan to one individual, but I do not see a way to do this since we upgraded to R13. Previously, we could search for a worker, select the worker, and submit the process. There is no longer an option for this. I was able to search and select a worker, but after I clicked Save & Close, nothing happened. Can it only be done by a process?
