I created a new eligibility rule for our 2018 document and ran the batch process to push out a test document to everyone in the company.  After the process completed, I logged in as a manager and was surprised to find that she didn't see the document name showing next to all her directs' names (first screen shot below).  Only about half of them showed the document.  I thought maybe there was something wrong with my eligibility rule, but when I checked one of the direct reports whose document was not showing, he showed as being eligible for the document.  I then
