Creating a salary basis

Hi All

I am trying to create a new salary basis in Fusion - I have created the new legal employer and new legislative data group, I have crated the element with input values and eligibility, the payroll statutory unit is also set up. However whenever I go to a person record and try to add a new salary under this new element, it does not appear in the LOV. Can someone please assist me and provide me with details on how to correctly set up a salary basis and advise what step I seem to be missing?
