TEE: Previous questionaire responses from an application are defaulting into subsequent applications

Hello:

We have a candidate who's applied to multiple jobs in TEE.  He answered one question, which required a text response during the first application.  When he applied for subsequent jobs, the previous answers defaulted versus it being a "clean slate" on the questionnaire. 

We use radio buttons and only require text explanation based on a certain answer.  We do not expect the previous answers to stay active for any other application. 

Has anyone else seen this?  Is this intended functionality?
