HCSO Report - Benefits Enrollment Report not returning those that have waived

Using Benefit Enrollment real time I am not seeing employees in the waive plans if also trying to pull in the rate

I need to report on enrollment data for employer payment portion for employees who are enrolled in Medical, Dental, or Vision as well as if they selected to waive the plan. If I add the communicated rate I do not get employees who waive because there is no rate associated with that plan. 

We do have a custom report built with data model that is able to pull this information but unfortunately it doesn't have all the history we would like. Using this for the San Francisco Health Care Security Ordinance.
