Salary Review 2018 cycle

Hi
We are currently planning the Salary Review 2018 cycle which starts in June / July with salary/grade changes effective from 1st July. Letters to staff about salary increases and promotion are produced at the end of July by the HR team. This raises two problems:
- In ESS and MSS employees and LMs can see salary and grade changes before they have received their salary review letter i.e. they will see them from 1st July onwards before they have received their letters.
- Under the Line Manager role -> Workforce Compensation menu Business Unit Directors (BUDs) are given a budget and allocate compensation however lower level line managers under the BUD also have the Line Manager role and can navigate to Workforce Compensation (the budget isn't pushed down to them) and can view the salary increase details and grade changes due to promotion (Salary Review Worksheet) for their direct reports before the letters to staff have gone out. I believe this is OOTB functionality with the Comp module.
