Evalution perfomance document: the worker self-evaluation can not be skipped by the manager?

is there a way to configure a process flow that does not give the possibility to the manager to skip the self-evaluation step.

Hello,

we configure an evaluation performance docuement with the following process flow:

 
 
 

with this process flow the manager have the possibility to skip the worker self-evaluation  task. We checked also that even without "evaluation tasks can be performed concurrently" the manager have the same  opportunity to skip the worker self-evaluation.

 

Is there a way in order to do not give the manager the possibility to skip this step?
