Would like to create a tab / document or external link for hiring managers, recruiters, etc.

Is it possible to add a tab or a section that includes a document or external link to different user dashboards? Ideally I would like to create a help / q&a section and have it accessible on the specific user dashboards. It would be great to add it as a tab, so it's always viewable. Thoughts? Thank you
