Security requirement for OTBI reports

Hello everyone,

                          We have this weird requirement where we need to place security on OTBI reports. Security should be such that HR specialist can see data for all the people in department but not able to see data for other HR specialist peers. I know this requirement is at very high level as i dont know much details about the subject areas etc details at this point of time. I know OTBI reports security is based on data security policies assigned to transaction analysis duty roles.

Can you please give me some pointers above requirement how to proceed with this.
