Loading Person Extra Info via HDL

I am trying to load an EFF under the PER_PERSON_EIT_EFF and getting an error on HDL saying the 'context is invalid or no valid attributes are defined on the METADATA line with this context for the flexfield code PER_PERSON_EIT_EFF

 

I have followed a few example dat files, and tried swapping the name of the EFF in InformationType and PeiInformationCategory to the code instead but the same error occurs

 

I have attached a copy of the dat file and would appreciate any pointers?
