Benefits deductions with crossover months effective dates

We are having problems with the timing and taking of benefits with new hires and terms. Our deductions should take based on the coverage in effect. For example: Coverage start date is 5/1/2018 payperiod 4/15/18-4/28/18. Payroll processed on 4/30/2018. Payslip date: 5/4/2018.
For the example above, the benefit elections did not take. Is there a separate step that needs to be done for the payroll processing to recognize the 5/1/2018 effective date and element start date to be included on the 5/4/2018 payslip date?
