Help understanding the drop off report for our Career Sites

We have seen a dramatic increase in the number of incomplete applications I believe may be attributed to the recent implementation of an assessment at our organization.  I need help confirming the data that is being returned when I run a Career Site Dropoff Report.    The table below shows 132 incomplete submissions where the last paged reached is WOTC.  Does this mean these candidates failed to complete that step, or they failed to complete the next step (in this case WOTC).  Recent test cases lead me to believe that the # represents those that saved and continued on the page
