Anytime Document Creation Error

Hello,

 

I just setup one of our normal performance templates to be set up as an anytime document. I copied the same sections, process flow, etc. When I went to test and create an anytime document I filled out the information and hit continue then this error message popped up. The performance document I copied from works and has been in production for years. 

"You must select a target proficiency rating that is compatible with the proficiency rating model."

Did I set something up wrong? Does an anytime document have to be setup with a document type as Interim or can it be Performance too?
