Using a User Defined Criteria in an Eligibillity Profile

For our incentive program, I need to make one of our "locales" ineligible for the incentive

For our Organizational Incentive, we group operating units in a common area into "locales" which are then used in the calculation in an employee's incentive award.  Given that this is a contrived data field, associated data is in the Defined User Criteria of the workbook.  for the first time, I need to exclude one locale from the incentive through the eligibility profile.  I need to know how to do this.  When I go into the eligibility profile, I do see there is a section where you can define eligibility based on a user defined criteria, however, there is no way
