Learning Outcome at Offering Level - Possible or Workarounds?

Capturing Expiry Date of Certificates at offering level

Business Case:

External Vendor Specified Courses(Instructor Based). Frequency - High

HR creates an offering from an existing course. Employee books the offering. Employee visits the external site for training. Employee completes the training. Now, HR needs to maintain physical certificates of each employee with their expiry dates to run reports in OLC.

1)Maintaining Physical Certificates - I do not think Oracle has the ability to do that right now as there is no attachment option.

2)Recording Expiry Dates  - We have an option of 'Learning Outcomes' at Course level which automatically assigns the respective outcome with all details in employee's skills and qualification once the course is completed. But, in here, we need it at offering level.
