Unable to load Pending worker multiple times through HDL

Hi All,

We will get data from Taleo to Fusion to load Pending worker and able to load data through HDL. After that we hired as an employee and terminated through UI/application. The same record we got from Taleo as Pending worker and when we tried to load getting error as 

"Logical start date is required"

Please suggest if anybody loaded pending worker for the same record through HDL. If yes, shares us sample .dat file for our reference.
