How to merge data sets from PCMCS

Hi so I'm using two instances for PCMCS, one for historical data and the other for staging. I want to import the staging data into the historical one but the export only comes in an encrypted .dat file. When I import it it erases the historical data. There is an option to add to existing values but it requires a .xls or .txt.
