Job Level routing is exceeding the sufficient Job Level in the supervisor hierarchy


Here is my structure (first number in user ID is also job level) - User 1.1 who reports to user 2.1 who reports to user 3.1 who reports to user 4.1 who reports to user 5.1. Additionally, there is user 1.2 who also reports to user 3.1. User 1.1 is the manager of Cost Center A and User 1.2 is the Manager of Cost Center B.

I have approval rules that trigger up to each of my 5 levels determined by ranges of $ amounts on a req line (for ex. 1-10 min Level 1, 11-20 min level 2, 21-30 min level 3, 31-40 min level 4, 41-50 min level 5) . My Actions are set to start with the Cost Center Manager and work up through the Cost Center Managers' line and includes all approvers.
