Unable to load Payroll Interface Inbound Records HDL file in R13

Hello Experts,
Has anyone tried loading PayrollInterfaceInboundRecord.dat file in R13.. looks like there are some changes to it to include EIWO and other objects in this V2 version and I am not successful in loading this object.
I have worked on loading this earlier in R11 and loaded it without any issues.
I 'm trying to load the payroll data (earnings and deductions only) and it throws an error as "An error occurred. To review details of the error run the HCM Data Loader Error Analysis Report diagnostic test. Message details: Please check the stack trace for more details".. I have even ran the diagnostic test and it did not show any meaningful answer, as it showed some 100 lines of java error. I have attached the dat file for reference.
