Table per_national_identifiers is blank however there are data in the screen

Hi,

 I have a problem with person national identifier table is shown no data but the application screen shows data correctly i am using this table per_national_identifiers and after a lot of search i found 

which recommend to add duty role 'Person National Identifier View' . 

but i am still facing the same problem , Any suggestions ?
