How is the ledger ID being generated in Oracle Financials Cloud?


How does the Ledger ID value get generated in Oracle Financials Cloud when creating a new ledger? There is not a field within the Create Ledgers form or Rapid Implementation spreadsheet for a user to specify a ledger ID. Can this Ledger ID value be user controlled at all when creating a ledger(even if by a GL option)? 

Specifically, we've noticed that the Ledger ID is now allowed to be up to 18 digits in Oracle Financials Cloud(when EBS before limited this value to 15 digits). However all of our Oracle Financial Cloud ledgers that we've created right now are only 15 digit long numeric ID values. How are these Ledger ID numbers being generated(is it a database sequence?) and will they ever get up to 18 digits?
