Identity Service functions in OIC / ICS

I am building an integration and it would be beneficial to have access to things like isUserInAppRole(), getManager(), and a variety of other ids namespace xpath functions.  Is it possible to export the project and add these functions?  I hate having to call web services for all of this because it's pointless.  Also, the process cloud identity services are broken.  When I export an iar and import in jdeveloper I see there is a "IDentity template" underneath misc. xslt templates.  Can someone explain this use for me?
