How to include Ineligible employees in the budget?

Hello,

As per a customer requirement I am trying to include Ineligible employees in the budget. 

We have Permanent workers and fixed-terms workers. Only Permanent workers are reviewed during the compensation campaign (only permanent workers should be displayed in the Compensation Worksheet); but in the same time salary of the fixed-terms employees should be included in the budget.

We are managing budget at the employee's levels (with a different percentage by Country).

After a short investigation, my opinion is that requirement can not be implemented in Fusion HCM.
