18C patch - Manage Activities option missing

18C patch removed the Manage Activities option from the Learning Administrator

We recently took 18C into our Test environments and noticed that the patch removed the Manage Activities button from the Learning Administrator.  

Oracle is telling us to manually add in the privilege of WLF_MANAGE_LEARNING_ASSIGNMENT_RECORD_ACTIVITIES_PRIV to the role for the button to come back.  However, that privilege does not exist in the system any longer.  

Has anyone else noticed this happening and received a resolution?
