Need inputs to enable the Submit, Validate buttons in HCM Extract

Hi All,

 

In HCM extract "Save and Close", "Validate","Submit" buttons are disabled. Please suggest which role required to enable this options.

 

We are facing this issue only for all custom extracts. We are in Oracle Cloud Application Revision 13.18.10 (11.13.18.10.0) version.
