Enterprise Onboarding Checklist

Unable to execute on the Enterprise Onboarding Step tasks part of Enterprise Onboarding ChecklistContent
Hi!
We have associated two Enterprise Onboarding Step to Enterprise Onboarding Category Checklist, sequenced as 1 and 2.
The Enterprise Onboarding checklist is aligned to 'Hire' action. The checklist successfully is associated to the new hire. However, we are able to execute the tasks aligned with sequence 2 Enterprise Onboarding Step and the sequence 1 step is greyed out (cannot access the tasks).
Both the enterprise onboarding step have the similar criteria and have Checklist Action Date aligned to the Assignment Date.
We are unable to decipher the root cause.
