cant make Edits after Refresh Workforce Compensation Data is finished successfully

Issue with refresh primary manager hierarchy + Lock worksheet while the process runs

we run the process: Refresh Workforce Compensation Data --> Refresh primary manager hierarchy + Lock worksheet while the process runs 

after process was finish seccsefully it seems that the plan is still locked.


in addition - we try to refresh it again without - "Lock worksheet while the process runs" - still doesnt work!

any ideas? did someone run it like this and familar with this issues?!
