Participant Feedback Step

Hi all,
Our customer is requesting to disable the participant feedback step once the employee "submits" the first pool of participants for manager's approval.
We tried to:
1- Hide the "+ Add Participant" button once the employee clicks on the "Done" button in the upper right side of the page, through a customization (EL)
2- Hide the "Continue" button from my Evaluation Page once the clicks on the "Done" button in the upper right side of the page, through a customization (EL)
But, both attempts failed
Are there other clients who asked for the same requirement? How did you manage it?
