Created a Recruiter Role - unable to move candidates to "Next Steps"

We created a new Recruiter user role and our Recruiter's are unable to move candidate's to the "Next Step" of the interview process (added screen shot).  I checked the security under roles, but didn't see anything on how to activate this feature for them.  Any info. is appreciated.
