We have created a custom role inherited from HR Admin and not able to add the new Users into the system

Team,

Requirement is to create a hiring Manager role  who can create/edit user’s in the system.  Could we create this custom role from HR Admin Version? My understanding is no matter what list view privileges we provide, the role inherited from HR admin cannot create new users; only admin role, or role inherited from Admin can create users, I’m right? Or is there anything I am missing.
