Can an HR Admin User role initiate an on-boarding event?

User roles that can initiate on-boardingContent
We created a new "Coordinator" user role. We built it from the HR Admin user role. As the "Coordinator" I can't initiate on-boarding for new employees. My page layouts, application views, and list views all look correct.
Has anyone built roles from the HR Admin role and been unable to do certain tasks that one would think they could?
