User Accounts and Employee Records

I need to upload set of employee records who do not have any user account.I have followed below steps.

Set Manage Enterprise HCM Information > User Account Creation > No

Then load employee records

And also I need to upload another set of users as employees who are having user accounts. I have followed below steps.

Set Manage Enterprise HCM Information > User Account Creation > Both Person and party users

Then upload employee records

 

Please let me know whether these steps are correct.

And in case if I need to upload users without user account again do I need to follow the same steps as previously?
