Worker Load generates users with Inactive accounts

I have uploaded 65 employees using HDL and I received an error for few users in loading stage. I have corrected my dat file and re upload after deleting the previous source file. Then I received following error.

After a worker is created, you cannot update the user information or roles through the Worker Service. Make updates through the User Service.

Although I searched I could not able to find the users. And then I ran LDAP process and then I could able to find employee records in the Security Console and the Person Management. But all user accounts are inactive. And auto provision roles are not assigned to users.
