Employee referral checkbox should be filled by default

Hi everyone, I am working on the following requirements.. Please let me know how can I achieve it. Thank you!

Employee referral checkbox should be by default tick with value in amount as 0 for all requisitions being created. This will help to avoid the issue where requisitions are opened without ticking this for referral and issues are faced by executives at the time of referring.
