Not showing correct step and Status

Dear Experts,

I am facing an issue in step and status.
Candidate now in step Offer and Status Accepted 
as a job owner wants to change step and status with Step Hire, and Status To be hired.
when she is doing the same she is not getting Hire and To be hired option in change step and status 
She is getting only Step Hire and Status No Show.

I would sincerely appriciate your help.
