Regenerate Learner Notifications

Is it at all possible for a Learning Specialist/Administrator to reproduce a system-generated notification that goes out to an employee learner and/or manager?   This would be helpful for audit (legal) purposes or in the event an employee claims to not have received the notification.  Especially with Compliance or Regulatory required training.   

Also, is there a report that would show all notifications that a learner received around a learning activity?
