Attribute ReviewPeriodID is required - Accessing Goals

Hi all -

I am logged in as a manager and am trying to access the "Add Performance Goals" page using the three dots/orange i (depending on what release you are on) next to an employee's name.  I can get to Development goals just fine, but when trying to get to performance goals, I get an error message that says "Attribute ReviewPeriodId is required".  It sounds like there needs to be a "default" period set but I'm not sure where to set that.  I do have both a 2018 goal plan and 2019 goal plan assigned to all employees and am able to
